Do you get a POST beep? A single beep that occurs within 5 seconds or so of pushing the power button and before the Bios screen starts.

2 Things to try:

Shut off the computer (Press and hold the power button for a few seconds, or you may have to use the power supply switch), wait a few minutes then power back on. Will the bios start now?

Shut off the computer, disconnect the hard drive, then power back on. Will the bios start now?

That is good. It tells us that you have working video and normal boot functions from CD/DVD.

But I am confused because you normally do not get the "Reboot and select proper boot device or insert boot media in selected boot device" message until after the BIOS has started and run it's routine. Are you sure the BIOS does not POST or run?

Try shutting down, restarting, and pressing the DEL key to enter the BIOS.

If that doesn't work, you may need to do a Clear CMOS to get back into BIOS.

  • Shut down the computer > remove the power cord.
  • Remove the 3v battery.
  • Move the CLR CMOS jumper from pins 1-2 to 2-3.
  • Touch a metal part of the case and Press and Hold the reset button for approx. 30 seconds to discharge all power from the board.
  • Put the CLR CMOS jumper back on 1-2.
  • Replace the battery > replace the power cord > boot.
  • If the CLR CMOS worked you will need to reset the date and time.

Wow. This is confusing.
You did a clear CMOS and got into the BIOS and could make changes. But when Saving & Exit it freezes. (That would be understandable if the W7 install was no good, and is a whole new issue), but if you then try and re-boot it won't POST or run the BIOS that would indicate a different issue.

I'm wondering if the 3v CMOS battery could be dead (dying). Can you test the voltage on the battery? Or just replace it with a new one - they're pretty cheap.

Also: keyboard & mouse. Are they wired or wireless?
