Background on laptop Edge 13 has turned from white to light blue

The default background color on my laptop screen(Edge 13 ThinkPad) has gone from the default white to a light blue-also shows up on pointer and borders of pages...
Also I am having trouble booting up....it takes 3 to 5 times manually to get it to book; and it won't boot up from a Restart command...
Help !

Work through these same steps for Troubleshooting Windows 7 Failure to Start
to disinfect and then check System Files, before confirming the Partition Marked Active is System Reserved (preferred if u have it) or C to run Startup Repair - Run up to 3 Separate Times
