Backup and Restore not saving setup information

Whenever I restart my computer after an update, the action center says I haven't set up backup, but I have. It doesn't seem to keep the settings. I have just recently (less than a week ago) did a clean install of Win 7 after using XP for years. Also some other settings don't stick, such as the shut down button I changed to restart reverts back to shut down.

You might see if resetting Windows Backup to default, and setting it up again may help.

Does the Start Menu power button change after the same restart, or anything in particular?
