Bad Chrome bookmark sync between Win7 and Android phone.

I have 10,619 bookmarks in Chrome on my Windows 7 desktop that are well coordinated to other computers & browsers using Xmarks manually. But my Android Google Nexus 6 cell phone is not well synced.

On the phone, "Other Bookmarks" seems to be correctly synced. The "Bookmarks Bar" seem to be all there but the first (leftmost) four folders and some others are out of order. I found "Move" in a popup menu but I don't know how to use it.

Q1 Is there a link explaining how to move Chrome bookmark folders on android phones?

Q2 Is here a way to remove the Bookmarks Bar and re-establish it from Windows 7?

My situation is:
I use Xmarks to coordinate bookmarks among 3 desktop computers in Firefox, IE, Chrome browsers. And to Dolphin browser on my cell phone. But Android-Chrome doesn't have an Xmarks add-on.

I don't like running two bookmark syncing systems, but is there a way using Chrome's way of using a google account to make a one way transfer of bookmarks from Chrome on my Win7 to Chrome on my android phone (Google Nexus 6)?

Or is there a better way to accomplish my purpose?
