Block an apps web access?

I have the MS Firewall turned off. However, I would like to stop one specific program from accessing the network. If this is possible, what would be a good way to achieve this?

I don't think that you can block internet access without a firewall but it can be done easily with Windows firewall. You should have it enabled for security purposes.

That's the exact purpose of firewalls in general.
Windows Firewall is more than enough for it, but you can use any other too.
Simply add an outbound rule that targets your program executable and choose block. It'll be deprived of any network access this way.
