Hey there, having some issues with my first new build in years

The Problem
Very random BSOD's with a STOP 124 error, usually HAL.DLL and NTOSKRNL.EXE are the related crash files. From what I've been able to Google, its a pretty generic hardware error; could be anything. They seemed to get a little less frequent after upgrading to W7x64SP1, but I'm not so sure now that i've reinstalled from a different media. I can be doing anything from playing Fallout 4/GTAV, to browsing reddit. I even get them idling at the desktop.
What I've done so far
So far, I've replaced the Graphics Card, Storage (upgraded to an ssd from an old hdd), and reinstalled Windows from two separate media. Tried altering C-states in UEFI, no luck. Windows safemode has yet to BSOD on me, but I'm not sure if that's indicative of anything. I've ran checks on the memory (all good), but have yet to run memtest86 from a usb drive. My thinking is this may be motherboard related, as my mobo is a Refurb (yay microcenter replacement plan.) However I am at a loss.
