Can I create a W-7 Pro System without an Internet Connection?

I want to create a Windows-7 Pro System, offline from the Internet.
I have a second System that does have an Internet Connection for downloading software to Thumb Drives.
Will software like SIMPLEX, work without an active Internet connection?

yes download the simplix pack first on a different machine then transer it to the offline machine on a usb stick or whatever

You don't need an internet connection to run Win7 at all (every Windows version would do, by the way).

Just bring programs and data to it by removable media, local network and the like and it'll work, except for the obvious parts that require internet access, like browsers.

if it is a fresh install, he might need the sha2 update, net framework updates, driverframewok update and more to support the programs he wants.

even if he is not going to connect to the net it is much simpler to run the simplix pack after he has d/led it on another machine.
