I found a program called ati tool.
FAN speed does not change that can tell when making adjustment.

Clock speed does change as shown in CCC.

What can I twirl to show fan speed in ccc? How much will it cost $ to pay to make ATI show fan speed?

Installed GPU-Z and it shows fan at 20% when idle, and 25% when running WMC, so I have no clue what is really going on, maybe it is running slow. Rather than %, is there a real time rpm meter?

try getting rid the dust off from the graphics card. It is one of the issues why graphic cards run with more noise.

I quieted it down quite a bit by replacing the rear case fan and internal PS fan.
PS fan was .018 amps went to .10 amp
Rear fan was 0.22 amps went to 0.11 amp

Less amps lower fan speed less noise.

I kept a lot of older AT PS and they all had slower fans.

My other HTPC I built using a GTX260, and you do not hear it run. Must be under such low load the fan spins real slow.

The vid card looks clean, but I can blow it out. It might have slowed down using ATI Tools.
