I want the best possible performance at 1600x900 max Graphics. Max possible FPS.

Custom-Built within 250$. Put together myself. Parts from a local electronics store. I'm Indian, yet I spent most of my life in Australia.
You should be just fine. I've had weaker rigs than that what could play COH and all expansions. Great game, have fun!

Everything is fine but the Integrated ATi Radeon 4250 would probably make performance issue on 1600x900 resolution. If you can buy a mid-range GPU something like GeForce GTS 450 or AMD 5650 you're good to go.

Oops, missed the 'integrated' part. boogieboy is right, I'm running a GTS 450 on my current rig and it ran COH very well maxxed out.
