Cannot change UAC settings, cannot have admin rights, cannot open pdfs

Hi everyone
This is my first post so I hope I have the conventions and lingo right. A few weeks ago I was trying to install the software for my printer. I got the msg that I needed admin rights. I thought I was already 'admin' since I was on my personal laptop. After some googling, I found out that being an administrator doesn't give you universal admin rights in Windows 7. So with more googling I found some suggestions on how to do get full admin rights. I changed UAC, and I did something in the cmd? Anyway it didn't work - now I can't open PDFs, Microsoft programs do this weird reinstall step every time I open a program, I can't access my C Drive or My Documents, and when I go into the control panel to change the UAC, I can't click on this option. Oh and after all the drama, I still couldn't install the printer software. So I engaged the services of a professional computer fix-it guy who fiddled around for an hour, couldn't fix the problem, and didn't charge for me for his time. I am not really too computer savvy so any help would be appreciated. I don't know what to do next!

Thank you so much for the suggestions, Kaktussoft. I tried each of the 5 alternatives in Option 1, but each time got a message that the file could not be accessed etc etc and there might be a problem with my directory.

Then I tried my installation disk and got a message that I could not access the drive it was in.

I have seriously screwed up my permissions somehow!

Any thoughts?
