Today I lost my quick launch Google Chrome in the task bar.
When I tried to replace it, it would not allow me. I tried to pin
other programs and could not get any to work. I also opened
the program(s) and from the task bar right clicked the program
while in the task bar, but there was no option to pin. I did the
same by going to the start menu, again no option to pin.

Does anyone have any ideas?

Reboot?

A couple of days ago my W7 refused to let me pin anything to the Taskbar.
At the same time, I noticed that something had refused to release 2 GB of RAM.

After a reboot, everything was normal again (memory usage and Taskbar pinning).

I had used another app to remove the arrows on the
icons not to long ago. I tried the fixes above but it did not work.
I remembered a little app that was mentioned here a long time ago
"Vista Shortcut Manager". I tried it, put all the arrows back, restarted
and the problem was solved.
Thanks for the help:)
I always learn something new here.
