Change color of taskbar and title bar

Hi

Most probably a stupid question

Is there a way to change the default gray/blue color of Windows 7 Basic theme (NOT Aero/classic)?

I have searched around, including Window Color and Appearance - Change - Windows 7 Help Forums ) and every tutorial and nothing

I suppose there is no way?

That tutorial assumes you have Aero enabled

you may also alter the appearance of the taskbar with a 'custom' theme :
