Changing Performance Settings Messes Up Desktop

So I'm not really much into eye candy with Windows 7 and even XP previously. I usually adjust for best performance and keep a few small things enabled. However in Win7 whenever I disable certain things my desktop gets completely messed as in no wallpaper and no icons. Its completely random also. From testing if I disable one item the whole desktop goes. I need to readjust back to default settings to get my desktop back.

Anyone tried this?

Anyone have a fix? Workaround?
