It is on the default level.
Just I wanted to put an elevated command shortcut to the desktop.
I wanted to run cmd as admin by properties-compability-run as admin-, but it was greyed out.
I clicked on it and it directly opened as c:\windows\system32. (I thought it would be running from c:\users)
So I said to myself is my security working correctly or not.

Starting at step 4 in OPTION TWO of the tutorial below will help show you how to set that shortcut to always "Run as administrator". It uses a different method than through the Compatibility tab.
The thing is it is already starting with c:\windows\system32 without that.
Doesn't that mean that it is already running as administrator?
And if not, can I just select right click-properties-advanced-run as administrator from the shortcut I already have on desktop (I just typed cmd at start button and when it came up, I right clicked and chose send to desktop)?

Not necessarily. As a test, type Diskpart in the command prompt and press enter. If you get a "Access Denied" message, or a UAC prompt, then the command prompt is not elevated.
Try what was posted above to see if you get a UAC prompt when you open it afterwards.
