I go to restart my pc (nothing new) then when it tries to start up. Takes ages. At least 3 minutes to get to desktop! Rather than the usual 15 seconds or so (bad guess)
And when it gets to the desktop. I can do like 1-2 things. Open task manager for a few seconds (Nothing unusual there. Normal processes showing and low CPU usage. Then suddenly absolutely everything freezes except the mouse pointer and keyboard lights. Have to hard restart by powering off via button or power cable.
Any idea whats wrong? Im in safe mode with networking (Took ages to boot even in safe mode but didn't freeze. so that's really weird it freezes in normal mode with looong boot times but doesnt freeze with long boot times in safemode)

In todays world of internet using no Security program is a death wish for computers.
If I was brought a computer in this fashion for repairs the first thing I would do is a Clean Install with all updates and MSE as a anti virus to start off and go from there.
Here is a couple of tutorials that can help with the Clean Install.
i gave up and just reinstalled windows through an extracted iso onto a usb stick. works better now sorry the problem couldn't be resolved sooner. i haven't had any virus issues for years scanned the entire windows.old folder (saved all my important data rather than formatting) with malware-bytes Anti-Malware and nothing was detected so i don't know what caused it and i hope the issue doesn't reappear.

If you're happy with how things are running, consider making backup images.
Then it takes less than 30 minutes to restore if anything goes wrong.
I create backup images at least once per month.

I just bought a Western Digital 500 GB external drive from eBay for less than $50. YMMV. But skimping on imaging is just begging for disaster. Full disclosure: like Bear and David I am also a Macrium disciple.
I would take forever and a pile of DVD's to do backups.
I highly recommend a external backup device like a hard drive or SSD.
Most use a hard drive because speed is not that important doing a backup in most cases.
