Copy shares and permissions on file x to file z? Is this possible?

I have a user for whom shares and permissions on the server are working just fine.
I have another user for whom something is screwed up somewhere.
I've taken a directory that is shared and I've looked up the share and permissions for both. Identical.
But do this for 3,000 files/directories in a tree, no can do.
I'd like to take all the share and privilege information for Suzie and give them to Tom.
Can do?

What usergroups are they assigned to? Also you say you have a server? Is it a domain controller?

I would copy the usergroups that are assigned to Suzie and give them to Tom rather than editing the share permissions themselves.

I was not clear in my description. No domain controller. No real server. I use the term loosely. It's a 4 computer peer to peer networking. I've not created user groups beyond standard W7 out-of-the-box groups.
UTLAW is the main computer in the workgroup. User DAVID is the admin. Standard accounts have been created for each of the other 3 (Howard, Debbie, Nora) who access a set of this computer's applications and data.
BACKOFFICE - Howard (admin - big mistake) David (Admin)
RECEPTION - Debbie (std user) David (Admin)
EASTOFFICE - Nora (std user) David (Admin)

Everything was fine until I messed around with some permissions somewhere to keep another computer in the office from accessing files. (paranoia)

Nora from EASTOFFICE and David on UTLAW both work just fine (i.e. can run the application, access the database etc on UTLAW) .
Neither Debbie from RECEPTION nor Howard from BACKOFFICE can run the application, "can't find file xxx" errors.
Since Nora works, I was wondering if I could somehow duplicate all her shares and permissions and duplicate them on UTLAW so that Debbie and Howard can see the files. ?
