CounterStrike:Source "this game is unavailable at this time

Hi seven forums. I tried starting up counterstrike source one day and it said "This game is unavailable at this time." No biggie, just try again as usual. But it still didn't work. So i restart steam a couple times and it still doesnt work. So then i go to CSS properties and defragmented the game files and verified the game files and it still didnt work. So last resort. I reinstalled the game. still didnt work. I have tricked steam into updating (by deleting some files which forces it to update. Ive done alot. Please help.

The only time I have seen that error is when someones Steam Account is messed up, I would email steam support and see what they say first.
