CPU in Very high speed and noisy

i install windows 7 ultimate 32 bit in my 3.0ghz cpu 1.5 ram 250gb hard disk 256 nvidia memory card...
i just notice that its fast but my cpu fan become noisy and the cpu speed is sometimes always in red..i just use internet explorer and watching movies...
is there any way to resolve this??? here is my spec:

What do you mean its in red? Do you have a utility showing you some read-outs? Does red mean high temp or high fan speed?

Anyway, it seems like your processor is heating up and the fan is trying to compensate. Reboot into bios, find PC health status or something similar, and find temperature. In what range is your CPU temp? 75 deg C or higher is not good!!!

Is your heatsink snugly fit to the processor? Test this with the unit off of course. The heatsink should be very tightly on.
