I have a Hewlitt Packard 8460p Elitebook that suddenly would not recognize the cursor.
When I boot, the cursor can be moved by the touchpad but only until I sign in.
I plugged in a USB mouse and it controlled the cursor.
I am running a Windows 7 Pro 64 bit program.

To resolve this issue, I
Booted into a Safe Mode and found the touchpad could connect with the cursor.
Removed temporary files with CCleaner and Updated Windows.
Ran Microsoft Security Essentials - no harmful files were detected.

What could be the reason the cursor has stopped working?

You could test - remove USB device from system (so that upon the next time you connect it, itwould have to install a driver of it) and see if touch pad working.

(though you've already tested it in safe mode, this then suggests that once in normal Windows boot, there are more drivers/software installed and in use. maybe there is one more supportive one? like, software which can adjust mouse's functions and etc? could be something went wrong there or it clashes with other settings?)

or double-check settings - there could be one that tells to disable touch-pad when other pointing device is active.

. " once in normal Windows boot, there are more drivers/software installed"
:sarc: And one of them is interfering with control over my cursor, how can I determine which one is doing it. How can I create a log file?

Run MSconfig and disable all startup programs and services (leave only MS services and touch pad). Reboot.
If the touch pad works, enable half of programs and services. Reboot.
If the touch pad works, the problem is on the half you disabled. If it doesn't it is on the half you enabled.
