Graphics card: AMD Radeon HD 6470m All drivers are installed.

above the screen is blank. have there desktop.

Have you tried updating the BIOS for your system.You can find the BIOS drivers on Welcome to Dell Technical Support.
If the above issue is not resolved, please attach another screenshot for my reference.

Could you help us out by fully and completely filling out your System Specs?

Here is how:
Update your SevenForums System Specs
User CP (located on the top menu bar) |
Your Profile | Edit System Spec (left-hand column)

To gather info, use Speccy (my favorite) or SIW or System Info

ADD the word laptop or desktop or netbook to the
“system manufacturer” block, for example,
Toshiba Satellite L305D notebook.

Provide full windows version info, for example:
MS Windows 7 Ultimate SP1 64-bit

Use the “Other Info” block for Optical Reader,
Mouse, touchpad, wifi adapter, speakers, monitor, etc

Scroll down and click on SAVE CHANGES.

Planning ahead,
I'll like for you to run CMD.EXE and enter the following line:
wmic bios get Manufacturer,Name,ReleaseDate,SerialNumber,Version /format:list > %userprofile%\desktop\bios.txt

after that command, enter EXIT and hit ENTER key

There will be a file called bios.txt on your desktop. Include that file in your next post please.
