Desktop flashes thru window with mouse clicks

Hello all,

When I have my browser open or playing a game like Solitare, clicking on anything causes the window to refresh and the desktop flashes thru real quick. Result is that I usually have to click multiple times to select. Here's a 9 second video...

Ok, a bit more accurate information.

-When playing Solitare, clicking on a card results sometimes in a ping and although the mouse tracks properly, the card stays. I have to often click multiple times before it actually grabs the card to move.

-When on a vendor site, adding stuff to a cart seems uneventful but when adding to a wish list, the page will change to the list but the item doesn't show up. Again, multiple tries will usually do it but not always.
