Drag & Drop not working properly anymore

ON Windows 7 when I drag a URL from chrome to the desktop, the icon gets dropped to the the next available spot in line on the far left side of the main monitor. If I redrag it from the browser to the 2nd monitor it says the file already exists and if I want to replace. I say YES and THEN it drops on the 2nd monitor in the spot I want it to be (or anywhere on the desktop I want it for that matter). 1st drop goes to the next available spot spot and the 2nd replacement drop goes where I want it.

Why is it that when I drag an URL icon to the second monitor windows always drops the icon on the left monitor until I do it again? This behavior is new. How can I get it back to or where is the setting to make icons drop where I want them drop them instead of the next available spot on the main display and not having to drag and drop twice?

Its doing it again. Drag a link from the browser to the right monitor and it gets put on the left monitor in the next available slot. Auto arrange is off.

Still doing it almost a year later, any newer members have any idea on this? Since last post my drive has been formatted and Windows reinstalled.
