Solved Exit Windows sound will not accept my wav file

I have an exaggerated goodbye wav file (on exit windows) that I have been using for over 10 years with many WinXP computers.(recorded Sept. 01 2001)
I am a very late adopter and just sprung for a HP Z1 workstation with Win7 pro.
The only real problem I had with Win7 was getting my Microsoft trackball explorer to work but was solved using a macros command.(this device will not work with Win8 so I won't be going there any time soon)
I am very computer literate and within a week I had a pretty good handle on Win7 .
I am able to change any of the sound associations as I had with WinXP except using my goodbye file with "Exit Windows".
It will not preview and when I click apply no sound at shutdown.
I can put any of the themes exit sounds into exit windows and they work.
I can put any other wav file into exit windows and it works.
I have the goodbye file stored in the C:\windows\media folder.
The file will play with the WMP any time I open it.
I have renamed the file everything under the sun(Exit Windows.wav, Windows Shutdown.wav etc. with and without the space between words.)
I have changed the attributes and permissions to every possible combination.
The file is not "locked".
I even tried in safe mode but it made no difference.
I have attached the file to this post.(its as safe as safe can be)
It might be trivial to some but it means a lot to me.
I originally recorded this for my deceased mother and when I hear it sort of reminds me of her.
If there is anything I have left out please let me know.
Any help to solve my problem would surely be appreciated.

Not really sure why that one doesn't work but I altered the bit rate and it does now. Someone else may know the reasoning behind it though, but the one below know works for me

I forgot to mention that I also had entered it into the registry and that didn't work either.

How did you alter the bit rate so I can add this to my bag of tricks?

I used this - Convert audio to WAV to alter the bit rate.Like I said I don't know why but I had a similar problem a while back and this works.
