Explorer.exe windows cannot access the specified device, path, or file

This is my first post here and I'm looking for a solution the problem in the title preferably one that does'nt involve a clean install. When I to open windows explorer I keep getting the following message: explorer.exe windows cannot access the specified device, path, or file. you may not have the appropiate permissions.. I can't open the control panel and restarting didn't help one bit. I didn't have this problem until the latest windows update and I'm logged in as the administrator. I'm running on Windows 7 Home Premium x32. Please help me
