To this day, Microsoft still allows Windows 7 systems to be
upgraded to Windows 10 at no cost -- even if this offer officially ended in July 2016.
Nothing, and I mean nothing in life is free. There is a hidden cost somewhere or someone is paying for it. I have installed Windows 10 LTSC of all things in VMWare Workstation Player and have seen a TON! of traffic go in and out of the NIC. I NEVER saw any of that with Windows XP or Windows 7 outside of some local network stuff, time checking, and the IP used to tell you if you have an Internet connection or not.
With how updates as they are now have lack of QC (Quality Control) with Windows 10 and in fact "updates" sometimes need updates just like the recent example of Windows update 2004, if a company is not using an LTSC version of Windows 10, I shun to think of the disaster that will entail and the loss of production and time.
