Hello Douglas,

You could share files between Windows 7 and 8 the same way between other Windows 7 PCs.

The easiest way would be to create a homegroup on one PC, then have the other PC join the homegroup.
In addition, you could set files/folders to be shared with the homegroup to be able to share with all or specific PCs on the homegroup.

You don't have to have an "internet" connection, but they both will need to be connected to your network. For example, both connected wirelessly or cable (Ethernet) to the same router, or both connected directly using an Ethernet (LAN) cable.

That's fine. You'll be able to share files via the Ethernet cable as long as it's connected and the files are set to be allowed to be shared as above. :)
