Font problem when using DPI lower than 100

So i have set my DPI to a value lower than 100 using regedit, my problem is that this has caused some conflicts with other fonts around the system, but most prominently windows settings fonts as shown in the screenshot bellow:

Where can i change those specific fonts sizes?
any help will be much appreciated!

What were you trying to accomplish?

i'm running at 1024x768, so everything is really big, looks ok and it's readable with the current custom DPI value.
