Here is a list of few things you can do to increase performance :
- Lower the quality of the graphics
- Disable fancy settings (v-sunc, Anti-Alising (AA), etc)
- Lower resolution
- Don't run anything else than the game and system protection (anti-virus, etc)

EDIT

What is the game you are playing anyway?

Alone = less polygons to draw

Enemies = More polygons to draw, more load on the GPU and CPU

Did you play this in XP without a FPS drop?

What resolution are you playing at?

@ 640x480 you are practically CPU bound (ie the video card is doingvery little of the work - which is why disabling AA etc had no impact.

Was this the res you used in XP?

Do you have many background tasks running?

I personally haven't used gamebooster so I can't personally say whether or not it will help. Some users have reported it helps, others claim it does nothing at all.

Reducing the amount of tasks/services that utilize CPU cycles may help.

When you installed 7, was it the same puter as your XP one?
W7 takes more ram than XP, you could limit the amount of ram 7 uses in the msconfig, boot , advanced area.
However if you are already ram limited......................................
You could overclock your cpu and vid card, but if you are ram limited..................................
You could increase the pagefile if you are ram limited.
If you have more than 1 drive installed, you could place the pagefile on the none boot drive or get a ram stick and put the pagefile on it.
Good Luck

Here is a list of few things you can do to increase performance :
- Lower the quality of the graphics
- Disable fancy settings (v-sunc, Anti-Alising (AA), etc)
- Lower resolution
- Don't run anything else than the game and system protection (anti-virus, etc)

EDIT

What is the game you are playing anyway?

Disable fancy settings (v-synch) ? - his framerates will be all over the place, at leased with v-synch enabled he will have a stable framerate of 50 - 60 fps (if the hardware is capable of it & he has set the correct refresh rate for his monitor) - all he will get with no v-synch is a load of splitup & a wildly erratic framerate as the monitor & graphics hardware are not syncronised - the only time your supposed to turn off v-synch is for benchmarking - not for actually playing the games

i have a feeling, that the problem is in windows settings... is there a way to disable some windows stuff, to increase pc's performance and so my fps would be higher ?
spyknee, where i can overclock my cpu and vid. ? in pc's I`m a total zero :/

Over clocking can be done with certain types of software and in the mobos bios. Generally the bios is the best place to OC from, but DO NOT OC anything if you do not understand how, ruin your hardware real quick. Surf the net about the subject, surf about OC'ing your particular components. If your hardware is not fairly new, that is most likely why the performance drop. W7 takes at least, twice as much ram as XP. You should put your system specs up, get better help probably.
-Use the native resolution of your monitor.
-Turn off all the eye candy settings in the games vid card settings.
-Make sure Direct X is up to date.
-Get latest drivers for vid card.
-If your not using a PCI-e vid card, well your done, puters to out of date.
-Turn off as much sound card settings as possible.
-Dump all of W7's eye candy.
-Go to the performance and maintenance tab for W7, read.
-There is some registry changes you could do, but again you could bung your puter will quick!
Get a USB ram stick and look into something called ReadyBoost.
Blah.....................................

i know you're looking for an answer to your problem--i understand that. but i have a question: it's obvious you have some type of application that measures your fps... but 100fps to 50fps--is that discernible to you? a better question: is it affecting your game play in a negative way? from what i understand, games tend be be more unplayable the more they dip below 30fps. so at 50fps, are you suffering from some phenomenon that is making your game unplayable?

the other responders have all given good input as well. here is a link to a application that will do most of the stuff for you automatically: amd fusion for desktops http://game.amd.com/us-en/drivers_fusion.aspx?p=1

read up on it. if you like, install it and run it before you start to game.

yes, in my fpsdfropping the problem is not like it's in lan. In lan with 60 fps the game is smooth like on 100 fps, but in my case, in 70 fps it's like on 20 fps, because it's lagging like shit

No offense, but your puter is woefully lacking, its way out of date. The majority of gaming is done with the vid card ram, system ram and cpu. W7 is using 50% 0f your system ram. Most modern gamers are using SLI'ed or Crossfire'ed vid cards.
ie: multiple PCI-e vid cards
As well as quadcore or better cpu's.
Most games are loading in more stuff and eye candy because of all the recent hardware innovations.
Your best solution would be to go back to using W's XP or get a new puter to use with W7. Not what you want to hear, but.......................

sorry.
