Game launcher problem

My problem is different to all you guys. If I run the launcher and just select play, everything works OK.
However, if I try to change any settings - either in launcher or in-game - it freezes up and I have to reboot or close it down with task manager.
Any ideas on that one?
PS. I've looked at all the permissions thing.

I'm not surprised you're confused!
I posted the above in this thread http://www.sevenforums.com/gaming/309-fallout-3-windows-7-a-5.html but it got reposted by a mod to here.
I'm going to repost in the original thread as it is relevant to that.
