There are hundreds, if not thousands, of personalization options. You'll have to look around and find one that you like.

And for a more visual experience
Google Windows themes Images - these are images only, the actual theme might or might not be referenced by the image link.
but it is personal, so you have to find what you prefer. It might be a combination of themes, gadgets, and add-ons. Have fun, experiment and make it yours.
It's probably impossible for anyone here to locate the exact theme you posted.... unless they use it themselves.
