Have problems with Windows 7 not opening some programs

for sometime now i have been having problems with none of my printers and devices loading. along with that it seems to affecting MS word ans Smart Notebook. i have system restored numerous times and it starts off just fine. but with in the next day or two it reverts back to not loading printers and devices. i and stuck and what to do next.
