Solved HD spins constantly

My HD has done this as long as I can remember. My first HD died within a year, under warranty.

What can I do to solve this?

There is nothing to be solved, to begin with. HDDs keep spinning as long as they're being used, then according to the OS configuration you can keep them that way for a period of time when they're idle, it's the way they work normally and there isn't anything bad about that.

A normal hard disk can keep spinning 24/7 for some years before showing problems. Your previous one died very prematurely, pointing to a defect in the unit to be covered by the warranty.
