2022 and this problem is still not fixed. Is there any chance that MS will fix this dwm.exe crash issue? I have this problem on my Dell D630 with Windows 7 with latest updates. I also tried to install clear Windows 7 without SP1 and it also have this issue. Finally I ended up with 12.2017 Windows 7 version with disabled updates and it is working fine at least for now. So this bug existed in very earlay Windows 7 versions, then they fixed it up and then in 2018 it started again.

I do not want to put my CPU at 100% to fix it.

Well, this issue will highly likely never be resolved unfortunately! However you can use the mentioned by me earlier CPU tool Quick CPU - Real time performance optimization and Sensor monitor . Also you don't need to launch this utility every time you start win7 - just install this application and change the power plan setting of your win7 to QuickCpuScheme - it should resolve dwm.exe crashing... while I use this utility for a few years without any dwm crashing on Win7x64 of Dell M4300 & M6300
