How do I use EFS in bitlocker?

Can I encrypt a single file that I have on a flash drive without encrypting the entire drive? How? I have W7 ultimate with bitlocker. Here is a tutorial for doing (EFS) Encrypting File System.

It says to click the file I want to decrypt and click properties/general and I will see advanced option. The problem is when I do this I see no advance option. On my PC- under control pannel/ system security/bitlocker drive encryption, bit locker is currently turned off on all my drives. Do I need to enable it on my drive/drives? I was hesitant to do this because when I tried enabling this for my flash drive bitlocker drive encription opened and I feared this would encrypt the entire drive.

"Yes, you can use Encrypting File System (EFS) to encrypt files on a BitLocker-protected drive. BitLocker helps protect the entire operating system drive against offline attacks, whereas EFS can provide additional user-based file level encryption for security separation between multiple users of the same computer. You can also use EFS in Windows 7 to encrypt files on other drives that are not encrypted by BitLocker. The root secrets of EFS are stored by default on the operating system drive; therefore, if BitLocker is enabled for the operating system drive, data that is encrypted by EFS on other drives is also indirectly protected by BitLocker".

Does this mean in order to decrypt a single file on a flash drive I have to enable bitlocker on my OS drive? Is there an easier way for me to just encrypt a single file on my thumb drive?
