How to create window boundaries?

Hi, I used to have a program that let you set window boundaries. I think it was some Windows tweak tool, I don't remember. Does anyone know the program or how I can do this?

If anyone doesn't understand what I'm asking for, let me explain what I mean by "window boundaries". Setting boundaries so when a window is maximized it won't cover a certain side of the desktop. So for example: If you set a boundary so your windows won't cover 100 pixels on the right side of the screen, then you could put desktop icons there and you could still view them when you have maximized windows (because the windows don't cover the area).
