Just get one through the free services of DynDNS
DynDNS.com Dynamic DNS: Free DDNS Service

Or you could try No-IP.Com
No-IP™ Free - Free Dynamic DNS - DDNS

Both are so called re-director services. Whenever you log on, your actual dynamic IP get's "assigned" to one of their static IPs.
If you want a "real" static IP you'd have to talk to your ISP (Internet service provider) they might still have some but just so you know that's gonna cost you :D so make sure you test if the free services above suffice for your purposes.

You may not really need a static IP. A dynamic DNS entry might just do the trick for you. It's free and allows you to assign some type of DNS name to your dynamic IP address. Thus, you could connect home by connecting to myhomecomputer1.somedomain.com. And many routers work with the dynamic DNS services, so if your dynamic IP changes, it will notify dynamic DNS which will then change the DNS entry for you. This is what I have used for 5+ years and it works really nice without costing me a penny.
