How to limit max. volume windows 7?

Hi, in Windows 7, I want to limit the maximum volume level that can be used without touching anything in the speakers, only through software, so an inexperienced user only can reach a volume not too high while at the same time seeing that the volume is in 100%.
Any ideas?

I went to Control Panel > sound > playback > default device properties and in the tab Levels, went to Balance.
Then I turned down the first two sliders: both Left and Right
That would solve the problem, but only if there are more sliders.
But the computer in which I'm trying to do this only have these 2 sliders, so if I touch them the general volume level changes as well.
