How To Modify Java.policy Windows 7 64bit Home

Hello,

I need to modify the java.policy file in order to better print labels more efficiently for Ebay. I am running Windows 7 64bit Home edition. I have seen in posts to right click on WordPad and runs as administrator. I have tried this, but it will not save the file with update. I have also logged in as administrator, still get error saving. On both cases it is saying that I do not have permission to write to this file. Is there another way I can modify this file.
