How to reenable, "searches might be slow in non-indexed locations"

Out of curiosity, a friend of mine asked me how to reenable the "searches might be slow in non-indexed locations" message when doing a search.

Of course my first response was, why even bother with Windows Search?

But his question stumped me and I've searched high and low for a answer but came up with nothing. I tried disabling and enabling Windows Search in Services, restored defaults in Folder Options -> Search and I tried rebuilding the Index. I can't get that drop down message to return.

Tried that, no go. Gonna see if turning off Windows Search and turning it back on again under Windows Features will do the trick.

Thanks for the reply.

I tried disabling Windows Search service before but the message says, "Your searches might be slow because the index is not running" which is different from"searches might be slow in non-indexed locations".

It's no big deal, just a stumper to solve when I'm bored.
