I was wondering if someone might be able to make a simple flat theme

Hello,
I was wondering if it is at all possible for anyone to (please, if you may have time or find time) create a very basic theme for me.
I have included a screen shot of what I am trying to change on my desktop.

Well, I've been using a heavily modified version of SlanXP2, a basic theme for Windows 7. I hope the author wont mind. Here's the original SlanXP 2.0 For 7 by mini-slash on DeviantArt

And the link to it a.pomf.se | 520: Web server is returning an unknown error
But not sure how well it would work out for you, because my windows is very heavily customized and ive modified the theme ontop of that (for sure dont expect the taskbar to be as thin).

I've looked over this guide several times, and I think I am missing something because I don't understand how to use that information? Is there some app or some registry entry or some menu that those numbers all represent?
