IE 11 will not download anything but FF and Chrome do

Click on program to download and get prompted to "Open,save,canel". Never says run where open option is; when clicked, nothing occurs. Select save as and the "downloads" says the file could not be downloaded...

Browser has been reset, rolled back to IE8 (which could download), system does not have malware or junkware, and sfc came back clean. System Restore did not work and even tried Tweaking's repair.

Any help would be greatly appreciated!
I'm out of ideas.....

Update: I've been running into issues with that program updating my profile. It runs fine but doesn't change my info; no normal, safe, or diagnostic modes. So... I plug a jump drive into the system and Tend Micro pops up detecting a virus! Trend Micro isn't listed anywhere and Revo Uninstaller doesn't see it... Looking through registry now.

Malwarebytes is not a antivirus it's a maleware program,
Trend Micro yikes is a antivirus and a very nasty one at that and you do not remember downloading it :shock:

It was my Uncle's computer from his office that he gave to me after they upgraded his. Had no idea it was even on here! :shock:

Its call Trend Micro Officescan... I'm beginning to think they just created a new profile and shut off the rest when they gave it to me.
