I did remove the offending software after the Microsoft Safety Scanner found it.
So I did a windows repair install from another post I found in this site: http://www.sevenforums.com/tutorials/3413-repair-install.html
IE is back and functioning properly. All of the devices appear in the Devices and Printers area. The features in "Turn Windows features on or off" all appear.
The only remaining issue is that there are now 143 important updates and 10 optional updates to install. (I'll skip the Bing Desktop and Bing Bar for sure.)
