install driver software offline

I accindently uninstalled the driver software to my motorola droid. ( I use it as a wifi to usb for since I can only connect my computer to ethernet.) Since I deleted it I can't connect my PC to the internet to download the drivers software. As you can see there is a cycle. Is there a place I can download the driver software to another pc and the use a usb flash driver to install it on to my other computer. If so is there anywhere that I could download this software

Could you use the phone to download the driver, then attach the phone via USB and navigate inside the phone to grab the driver on your computer and then reinstall?

That would be the most prudent way about it.

Other then that you could always use a library or some place else that has computers and plug-in a USB stick to download the driver from there. Though, they may have locked down the use of USB devices with software or group policy.

If your computer is a laptop then just take it to a Starbucks or a McDonalds that has WIFI and download the driver there. Transfer to USB stick if necessary.
