intel pro/1000 ct gigabit ethernet never can connect at 1000 only 100

Why does win7 say it is working properly?

It might be bad.
I have a sound blaster pci card in the board, could that somehow cause a problem?
I had to find a driver for it which I did.

It does have a PCI input device with an issue

from here looks to be a game port input for the sound card.

Possible, but unlikely (unless it shares system resources, such as IRQ). The PCI input device comes back as the Creative EMU10K1 SB Live! Audio Processor. Try temporarily removing the card to see if that helps and, if it does, try the card in the other slots to see if the network issue returns.
