Internet Options Won't Open/Internet Explorer Won't Launch

I've been having this problem for about a year now, and I just can't get it fixed. Whenever I try to open Internet Explorer it just flashes for less than a second, and then automatically closes. Also, I can't open Internet Options. I try to click on it from the Control Panel, but nothing happens. I try to enter inetcpl.cpl in Run, but nothing happens.

However, i've read on some other forums and threads here about looking for "inetcpl.cpl" in the System32 folder, and it is NOT there on my computer. I really don't know what to do now.
EDIT: After using Microsoft's Fix It program, inetcpl.cpl is back in the System32 folder, but nothing happens when I click on it. I tried to access it through the browsing fuction of Run, but it doesn't sure up there. Maybe that's normal, but I thought I should note it anyway.

NOTE: If this belows in a different section, please move it. I wasn't really sure.

Already tried SFC /SCANNOW, and that didn't work. Disk Check takes about 3 hours on my computer, so i'll have to let it run overnight and see if it fixes anything.

Ok mate keep us posted in the meantime will keep having a scout around for some answers but I am suspecting that the registry entry for the IE is corrupted somehow:(

I'm using Windows 7, 64-bit. Service Pack #1.

I had the same problem. I have a SSD (C:)that I use as my primary boot drive and a second HDD (D:) for software installs/data. I changed my system registry to point to the D drive for software. I then copied my two program directories (Program Files and Program Files (x86)) to the dD drive and I now install all software there.

All that done, it seems that Internet explorer still installs and needs to run from the C: drive. I have even copied Internet Explorer from C:/Program Files to D:/Program Files and I can't run it from the D: drive. However, if I go to C:/Program Files and run it from there it runs just fine. So, I placed a shortcut and pinned it to my desktop and now it's working fine. . . so far.

Hello and welcome wfbaca mate I am a little confused as to why you are so concerned about running IE from the C: drive and why you want to run just about everything from the D: drive.
Personally I just boot and run a few programs from my 256GB SSD and the two other spinners for backing up and storing programs.
I am now assuming the SSD you have is either very small or you don't like using it??

I'm not dead-set on running it from the D drive. Given that SSD drives are significantly smaller than HDD I was just trying to keep as many programs as possible off the C drive.

I was tired of not being able to use IE and had a hunch that for some reason th fact that it was trying to run from the D drive might be the issue . . . and it was.

Well that depends on the size of the SSD a 120GB can take a fair bit in fact I run both laptops and two desktops with that size and admittedly I don't game and do stuff like that and I don't come close to using it up.
Pictures and music I save to the spinners. I have a 256GB SSD in my Ivy Bridge and really that is overkill.
So unless you have a SSD of around 10GB then I don't see why you are worrying about filling it up the OS is only about 5GB tops throw in some security and you would be miles ahead still with that capacity.
