Is my hard drives adequate for encoding?

I have two 900GB 15k RPM 2.5" drives in raid zero in my system. Using PERC 600 hardware controller. I use the system constantly for encoding and wondering if I need to switch to SSD for the hard drives. On my system when looking at the disk stats for the encoding process, there is always a response time of 52 or higher. Sometimes goes up to 100+. I've heard anything over 20 is bad. From a disk queue length perspective those drives (D: drive) sit around 0 - .20 during encoding. Thoughts? Is it working OK? Is there something I can do to boost performance? Note the CPU's (24 cores) are running about 53 percent utilization.

If you open a command prompt window and type in
winsat mem
Post what it says use that a couple times
Exit and enter after to close.

Never heard of a 24 core cpu :/
Use cpuid/ cpu-z and post the Main Board & MEM & CPU sections here

Thanks for the reply. I have 2 xeon CPU's each 12 cores. Memory check returned performance of 12377 MB/s

For reference until I can get my stats in which I don't like to do since I have 13 computers at home, which one do you put right?

Edit: Should be noted that I am using a plugin called NeatVideo. Very intensive but would think no matter what you use something needs to be bottlenecked, CPU, Memory, or hard drive. Graphic card I'm not encoding with so thinking it's not that.
Also outside of neatvideo, try other tools like Expression Encoder and getting 25% CPU utilization across 12 cores. Hmm, doesn't use both CPU's on this tool? Disk response time is 11ms and disk queue length at 0.07.
