Lock Window Size & Position By Way of Registry Hack

Hi, is there a registry hack to disable further resizing & repositioning of ALL windows (ms win & 3rd app), keeping the particular last remembered size & positioning? Sort of like : a toggle registry bat file which locks unlocks start menu from further modification

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoChangeStartMenu"=dword:00000001

does anyone know/can anyone make one pls?

note : this is not a maximize/minimize/alt+enter/win classic view/aero snap/etc. question
specifically asking for a solution through writing to the registry, not installing 3rd party utilities.
