Lost my Control Panel all of a sudden

When I wanted to use Control Panel, it was no longer there. I just installed Windows update last night and maybe that's what caused it. Not sure what to do. Shall I do a System Restore to before the update?

Create a short cut on your desktop - %SystemRoot%\system32\control.exe
