Math Input Panel Missing...?

Hi, I'm running windows 7 32-bit OS on my HP laptop, and I'm really keen to use the Math Input Panel that "supposedly" comes with windows 7 to help me with my mathematical report writing and whatnot...

However the file simply does not exist. I've looked everywhere, and nobody online seems to have an available download for it... what's going on? I feel as though I'm missing out on so much potential free time rather than staring at a document poking away at my keys like a lumbering oddball in equation editor in MS Office Word 2007.

Help? I really want to be able to use this...
