Need admin access on my system

I have a Windows 7 Pro SP1 machine with a couple accounts on it. both are restricted accounts and I have no idea how to get an account with administrator rights. when I login and goto User Accounts in the control panel and try to manage the accounts or do anything at all such as update Java the machine will always prompt me with "Do you want to allow the following program to make changes to this computer?" as shown in the attached screenshot.

Does anyone know how to fix or get by this? I have no idea what the administrator password is or even what the username is. When I do a "net user" at the cmd prompt I see:

C:\>net user
User accounts for \\ADM-RECEPTION
---------------------------------------------------------
Admin Administrator Guest
The command completed successfully.

Are these network accounts or local machine accounts? I never login as Admin or Administrator. The Administrator account is disabled, but I don't have the rights to enable it. See the second screenshot.

Any idea what the best move is?

ADM-RECEPTION?? Is this a pc used at work? Are you logged on to a domain as another username?
Administrator=built-in admininstrator account. It has admin rights enabled by default
Admin=just an admininstrator account, I assume

You must get in touch with the computer and or domain administrator to get the required permission to do such things.

in screenshot I see user administrator has been disabled. User admin is enabled?

How are you logged on now? as user admin, administrator or guest?

I login as a normal user called "newstudent". I don't understand this stuff, how can I login with "newstudent" or another used called "nhart" if there is no domain server available.

THe only two acounts that I can login with are the newstudent and nhart and both are not admin accounts. I need to make them admin accounts I guess but don't have the password. is it possible you think?

That is all the users. There is only 3, Admin, Administrator and Guest. thats why I'm confused because I login with the user newstudent in the domain HOPENET or something. HOw that happens I have no idea because there is domain server available anymore. I don't have direct access to the machine right now but I think Admin is enabled but I don't know the password. I can't do anything like check groups or change passwords until I get by the User Account Control pop. I'm kind of stuck.

So your ARE logged on to domain HOPENET! Detach the network cable and/or disable wireless so no network connection is available at all! Then reboot... are you still logged on as newstudent?

This is only possible if you know the password of an account with admin permissions

Sorry for my bad tip then :( If he was trying to get admin rights on the system maybe he needs the hirens boot cd! Could load this up and reset all the admin passwords that way...

Yes, I think I just need local admin rights. I don't have the machine in front of me but was hoping someone could just tell me how to reset/add local admin users without knowing the password.
